William Kissner

Hon. William J. Kissner was first elected Magisterial District Judge in 2011 taking Office in 2012.  During his tenure Judge Kissner has been an active member of the Special Court Judges Association of Pennsylvania (SCJAP) serving as the District 10 President from December 2012 until June 2020.  He has also served on numerous state committees including Constables Relations, Rules Committee, Strategic Planning, Budget and Finance, Audit Committee and Advisory Board to the SCJAP President.  In June 2020, Judge Kissner was elected by his peers to serve as the SCJAP 2nd Vice President.

Judge Kissner has been active within his home county of Carbon serving on multiple county level committees including the Criminal Justice Advisory Board (CJAB), Court Processing, Law Enforcement Treatment Initiative (LETI), Re-Entry Coalition, and initiated the use of remote access for on call duty in the county.
