The Honorable R. Emmett Madden, Esq. was appointed in July of 2023 to fill the vacancy for District Court 38-1-02, when Judge Elizabeth McHugh retired after almost 20 years on the bench. In November 2023, he won his uncontested election and is currently serving his first 6-year term. Judge Madden is a life-long resident of Montgomery County, and a 30 year resident of District 38-1-02. He and his wife raised their two sons in Jenkintown.
Upon graduating from Temple University with a history degree, he first worked as a social worker for the Council of Spanish Speaking Organizations in Philadelphia. He then attended Law School at night and worked during the day at the Defender Association of Philadelphia, the public defenders, as a social worker, paralegal and mitigation specialist. Upon graduation, he spent four years as a trial lawyer at the Defender Association.
He has served Jenkintown as a youth coach, Councilman, member of various boards, and runs his Jenkintown law firm, The Philly Lawyers, Law Offices of R. Emmett Madden, for over 15 years.
In his spare time, Judge Madden enjoys cooking, riding and racing bicycles and relaxing with friends and family. He is an active cyclist and member of Guy’s Racing Club, a team with over 100 members. He is bilingual, in Spanish and English. He remains committed to social justice, community service, preserving nature and improving his fellow human’s physical and mental health and happiness.
